movie dialogue sample clearance

I've searched the internet endlessly looking for info on getting clearance for using movie samples in my music and have found nothing.
i listen to and make 'industrial' type music, and i know that many smaller underground bands use movie samples too. . . does this mean they are easier or cheaper to get cleared?
any help on how i go about getting these samples cleared myself?

i'd love to know this, too-by my understanding, a short enough sample is legal AND royalty-free, but i don't know where the cutoff is.

A sample is a sample and it doesn't matter how short it is. That goes for music and movie dialogue.

One thing you can use for free is political stuff, like a speech by the President.
