soundcard purchase advice needed

when i record from the line in of my computer , and then play it back...it sounds horrible... lots of distortion and popping.. i played with the line in and recording levels so im assuming its because my soundcard sucks... it doesnt even have rca jacks... it has a 1/8 inch for the line in... im assuming i need a better soundcard ..i only need one set of line ins .. so i dont need anything spectacular... any suggestions ?
