The only hesitation I would have on the R24 is the the bad experience I have had with my Zoom drum machine -- cheap plastic construction that did not hold up during what I consider normal operation.

Sounds to me like there is not enough electrical current to power the internal preamp, A/D conversion and -48V phantom power output of the Icicle. I don't think it is likely that the PC's USB port is not providing enough current, but if you have other USB powered devices connected to your PC...
One word of advice -- before deciding to use 48kHz sampling instead of 44, be aware that that may result in problems with the song streaming off certain internet sites -- soundclick.com in my experience.
