low action acoustic guitars for beginners

What I don't understand is why on cheap acoustics the action is always so high. It's like they do it on purpose. There's really no good reason I can think of that cheap guitar should equal high action. Just put a proper nut and bridge on the thing. It's kind of frustrating.
