Wrong speed test tape?

I want to calibrate my Tascam 238, but I only have Teac test tapes for normal speed cassette decks. Can it be that output volume of test tapes played back on double speed (3000 Hz becomes 6000 Hz) is higher or lower?

I used this procedure: first I played back the 6000 hz tone and - using the instructions in the service manual - adjusted the output to 0,316V (-10 dB) and the meter to 0dB. Then I fed a 400 Hz tone at -10 dB on the inputs and set the tracks to record-ready. Output is 0,316V, but meter is lower than 0VU. Then I recorded the 400 Hz tone and at playback, the meters show +10dB or more! Output is more than 1V ... Can't adjust the record reference level. So I suspect the output volume of the test tape is the culprit. Any hints and tips? Thanks in advance!
 
We will first need to know the model number of the TEAC test tape you are using.
