which mp3 converter?

Quick question: I need to download something to convert from WAV to mp3.
I'd like a program that makes it easy to convert at different quality settings.
Are there differences in sound quality between any of the programs?
Free is best, but I wouldn't mind spending a little bit for something decent, quick and easy.
If it's a one time type of payment I could do up to $50.
Any suggestions?

+1 for audacity. Though it's worth noting that you will need to download and install the LAME mp3 codec (also free*) separately.

* As in beer AND as in liberty!
