What affects latency?

Lately I've been researching sound cards and interfaces for DAWs... I settled on an RME HDSP9652, which I received yesterday. Still waiting for my two Presonus Digimax FS's, which should be here next week.

I was wondering... as I've only had experience with an M-Audio Delta 1010 before now, what determines what latency I should set the interface to use? I mean... it makes sense to me that the latency should be as close to 0 as possible? I know if you set it too low, sometimes you may get pops and clicks etc...

Does a fast computer help with latency? Does the quality of the sound card affect it? I haven't installed this card yet (not going to until I get the AD/DA interfaces), but I'm tempted to set it to 1.5ms latency... I have a v fast DAW (3.0Ghz Dual Core, 2GB 1333Mhz RAM), and the sound card isn't too shabby either. Am I assuming correctly? Is a lower latency better (and why?) - I've always worked with about 3ms latency on the Delta 1010s I've used, not tried anything else.
