Trying to understand how this is done

I want to cover this song for a project, for learning purposes.
If you have experience, please advise as to how this may have been created.
There are, in particular, a couple of heavily reverbed & delayed synths at the beginning.
I have no idea if it was likely recorded that way or if the effects were added later.
I guess that is my main question, how do you think doubling, reverb and delay are used,
and at which point in the process.

Any other general thoughts / advice from the Esteemed Community are most welcome.

There is no way to tell if a synthesized part has had the effect done at recording or after it was recorded via a plug-in or external hardware.

So it is considered acceptable to do it either way?
I watched a "live" video that clearly had the part looped in the PA.
So that's one clue where I need to head with it.

Yes, just remember that if you record with an effect on, you're stuck with it as recorded. If you add with a plug-in after the recording, you can always change things.

Frankly, more than reverb and delay, those synths sound like they've been put through some heavy EQ, perhaps on emulating telephone bandwidth. That--and the touch of reverb I hear--could easily be done in the mix.
