my freind has a TASCAM US-428 hes selling but it doesnt power up with the ac adapter and he says it doesnt power up because its not hooked up to the usb port and he doesnt have a computer to test it and i was wondering if anyone here has a TASCAM US-428 and if it needs to be hooked up to usb to power up

it should still light up with just the AC adapter. There are several other lights on there besides the USB light.

tell him to give it to you for a week to test/troubsleshoot. You might find a replacement AC adaptor.
One word of advice, don't do business with friends, especailly for somethign you suspect is broken to begin with unless you are OK with throwing your money away with no regrets to avoid trouble in your friendship.
