Tascam MX-2424 can't connect to computer

I have had this ongoing problem and recently purchased a Dell OptiPlex 7010 with a 2 Tb backup hoping to get connected.
I still get a " no connection ". It appears to start the connection them gives me the message.

I am also starting to see a dimming contrast window. It started and has continually gotten worse. I am hoping that
getting the MX-View up and running I won't need the contrast window as much or not at all.
