Tascam M-50 inserts problem

I've got an old tascam m-50 recording console. 12x8. Only the first 2 channels have inserts but I can't get them to work for anything. I bought the manual straight from Teac ($50) followed the directions with no luck. The board recently went to a service center and was overhauled so surely they work. Yes, I know the insert cable is right. Any other ideas?
