how can i acheive that effect on my vocals?
talkin on the phone effect?

I take it you are using CEP or Audition?
If so, use the FFT filter. I think there is a preset for "on the phone".
Otherwise, a phone has a bandwidth of about 300-3kHz, cut all other frequencies as much as possible above and below that bandwidth with an eq of some sort.
Also... possibly a teeny bit of solid state type distortion (prior to using the FFT filter).
Keep in mind, the FFT filter is destructive, so back up your audio file, or save the effected file as something different.
