Synth: one knob doesnt work

Bought a Nord Lead # on eBay. Shipped from NY to CAli. The Decay knob in the Filter section doosnt work.

1. What should I do?

2. How much would it cost to fix?

3. What should I expect form my synth in the future?
 
What did the description say regarding the condition. If it was supposed to be "all working", then contact the seller. If it was "as is" ...
