speak and read for CEP or Adobe Audition

does anyone remember the toy SPEAK AND READ ...and such?

I am looking to learn how to apply that filter to a vocal recording in Cool Edit Pro or Adobe Audition 2.0

Anyone have any clue ...I think it is a form of sound bending...but I am unaware on how to achieve this
