whats the best soundcard with spdif inputs
for a hp celeron computer for the lowest cost?

Soundblaster live has spdif in and out and can be had in it's value version for about $50.

Soundblaster would be the cheapest i think, but the $50 value version doesn't have the S/PDIF. You have to get one of the more expensive versions. Not sure what they cost, around $150? Just a guess. I have one of the Value versions but i use S/PDIF input on Midiman Delta 66.

The MP3+ and X-Gamer packages include the S/PDIF, albeit with a non-standard connector, for about $75 if you look hard.

My soundblaster live value has an 8th inch digital out on the back and internaly has a CD digital in. Not all the sound blaster live values have this. I suspect only the newer ones.
