Slow REW/FFD Teac X700R

Hi
Just picked up a really nice Teac X700R, on testing all seems to be ok apart from rewind and fast forward. It seems to be sufering the same problem as the Akai GX77, get 2/3rds of the way through Rew/FFD and comes to a slow stop. Was wondering if any of you guys have any idea what the problem could be. Cheers.:(
 
Have you cleaned those heads and anything that the tape touches?

I had these problems with some new/old machines and ignored that advice cos i didn't think it would have such a big effect.
 
Yes.. The machine is in very good order and everything is spotless, the is new and is not sticky, there is no reel motor speed adjustment on these machines so im guessing it could be the motors may need a rebuild.
