One Punch Man Synth Thing--Trying to Recreate It

Hello There! First post to this site!

Not really a mixing question, but I was hoping someone here would know how to recreate a sound I'm after. I've tried a couple of different synths and a couple of samples with heavy editing and can't really get there. The song is the "Battle" theme from a show called One Punch Man.

There is a synth type thing in the background of the chorus of this song (about 30 seconds in); not the lead synth but a sort of pad thing behind it. It sort of sounds like electric but has a rhythm to it. Does anybody here have any ideas of how to get this sound?
 
The background noises? I'm gonna guess some kinda 8-bit high-hat sample. Possible run through some compression/distortion FX
 
Well, one can turn a meow into a kick at the track level with its track channel strip and regular editing. It could be anything, but I think more people are playing with samples, these days. I mean there is a little trend happening
