Noise related to Video/Drivers??

Here's the setup:

Giga-byte mobo, VIA KT-133 chips
384 MB RAM (PC 133)
AMD Duron 1200 MHz
Maxtor 40 GB 7200 rpm HD
NVidia 3D Force2 MX-32 Video adapter
Old, Old, Old Packard Bell Monitor
AMI BIOS, recently updated
Windows 2000 Pro
Tascam US-224 (usb)

Software:

Cubase
Wave Lab
Winamp
Vst and Dx plugins

The problem is that I get loud popping whenever I open drop-down menus, or scroll project windows. As long as I'm not doing any of these things, all is well.

It only started when I installed all my audio to the Win2k os. I now have a dual boot system, with Win98 and Win2k. Both are fresh installations. I have the Win2k drivers for the Tascam, so that shouldn't be the problem. I'm also fairly sure that I have all the lastest drivers for my mobo, although there are a few quirks about Win2k that I haven't quite figured out.

A side problem is that Win98 now hangs on shutdown, almost every time.

Just wondering if there is some tweak that I've forgotten about?
