Mp3 questions

I'm not a noob but these questions will make me sound like it...

I've posted this one before but I'm still having problems with it and no solution.

I use Razor Lame to encode and I'm getting almost a +1db increase in amplitued after conversion. Why is this happening?

Secondly...

Should I convert from 24 to 16bit before converting to mp3?

I can only assume that the program chops the ends off like all others and then does it's own compression/loudness wars thing.
I had some evil issues with conversion for a while - it ended up that there was sub sonic noise that wasn't chopped off but went wild when the comp came in.
I mix to CD standard (16) as I make CDs of my stuff in preference to MP3s (which I oly use for internet purposes) & then convert to MP3 & that works fine - try it - it may work for you.
