Well let's just say you need to do an advertisement on... radio show sweepers. So if the sentence is like

"Cheeky Daz on Knot FM - community radio with a difference" , how would you actually find the effects, soundtracks that will perfectly fit with it?

Use that gray matter in your head and think of something fun and creative. If you need inspiration, search YouTube for similar ads.

Well, there are a lot of production sample libraries that have thousands of these things.

You have to buy them though.

Otherwise, if you want to get into sound designing them yourself, you could conceivably make them from scratch. Also, some synths like Hypersonic or Halion Sonic have got some built in.
