Is my SM57 supposed to be like this?

The piece with the screen on it spins pretty freely. My brother bought it for me for christmas from sweetwater and this just didn't quite seam right. Should this piece spin like that?
 
yes. some people put a little dab of superglue to stop it. really powerful bass will make it vibrate. i never understood why they made them like this but yours is probably okay
