You just need some kind of video capture card. Most of them come with some kind of software to do the editing if you don't want to spend a few hundred bucks on something like Adobe Premiere. If you want to send your edited video back to tape you'll need to make sure you have video output, too. I don't know if stand-alone capture cards usually have that capability, but the all-in-one type cards that ATI makes have everything. If you don't need to go cheap, I'd get the All-In-Wonder Radeon card. Great for video funtions and a damn good 3D card to boot.
