How to get a usb mic converter to monitor?

The worst part of this whole ordeal(yes I said ordeal, I'm a vocalist). Is fixing the problem right after posting this. I had to adjust the samples down to 79! No where in the reaper manual is this issue directly addressed, the only mention is of block size. It wasn't until I just started changing numbers that where of the same values referenced in the manual that I started to see progress. I'm not sure of the difference between samples, sample rate and buffers. If anyone can fill me in on this i't be much appreciated. Also if anyone knows how these can be used in conjunction to help get an even better sound please let me know. 75 is the sweet spot for it but way too many pops and crackles.
 
Pops and crackles means the latency buffers are already set too low.

You need to use asio for low-latency and it does not like to use 2 separate audio devices.

You're really fighting a losing battle when a decent low-cost usb interface would solve your problem.
