how to do the vocal repeat effect?

It sounds to me like a few things going on. 1st there's the use of a delay unit to get the repeats, 2nd the use of a pitch changing patch to fatten up the vocal track and borders on gender bending.
Both of the effects can be either plug ins or a rack mount unit.
The effects are applied to the main vocal track or -you can keep the main vocal track duplicate it on a separate track add your effects to it then blend the two together. You can get as creative as you want with the amount of tracks, hard panning, special effects, the list in creativity can go on and on .
 
I didn't listen to the clip, but I thinkin' the technique you are referring to is called "chop and screw"

I would go down the route of copying the vocal track and messing with the copy. Mess around with a load of stuff and you'll soon start to pick up whats going on.
