How do they do that?

In the song linked below, there is an effect that they have on the vocals that I absolutely love, but I don't know how they are getting it. Can someone listen to it and tell me what they're doing?

The part I'm talking about starts at about 1:05. Thank you!

The recording is kind'a muddy. The only effect I can hear on the vocal is a vocoder like device. I can't hear the vocals much, but what little I can make out is vocoderville.

The only other effect I can think of that sounds like this is an Auto-wah.
 
Ive heard this on a recording before! It sounds soo familar. I just cant put my finger on what band plays the song im thinking of!!! AHH!
