I read a post on here about monitoring and i tried it. I went options, audio, input monitoring and turned it on. Now I get feedback/delay to the b ooth and through the mics. I tried turning it off but as soon as i hit play or record it is doing it again.

Un-highlight it, close Audio options, restart Cakewalk...

How's that ?

If you get feedback, then you have a loop in the system (such as open mic or something like that)

Latency is your soundcards fault. Check Options -> Audio -> "The Latency Slider". This should tell you your latency. You can try to adjust it, but if it's set too low, then you'll have DropOuts all over the place... Your latency should be under 10 ms to use Input Monitoring, or even better, under 5 ms.
