it's sorta like volume, but a little different. on more modern synths you can use it to control midi functions, like wah, etc.
 
It's up to the device at the other end of the wire to convert the control signal from the pedal into midi information. As shiatzu said, once the signal is recognized it can be mapped to volume, filter frequency for a wah effect and anything else the synth is set up to allow. Some synths are better equipped than others in this department.
 
It doesn't look at the "sound" going through the wire, just the voltage. It turns that into midi. Probably, it turns the 0 to 5 volts that comes from the pedal (quick guess) into a value ranging from 0 to 127 (midi). The software behind it uses that for something else, like filter cutoff, wah, volume etc.
