i am wondering when i am doing a set to, set in, set out, when moving parts of something, how can i get to my set to end point to insert a new set to without going to it from the beginning of my recording.

Can't you punch the out mark and get to the new time/measure from there?

i suppose if that would work, i figured out how to do it using point edit but i have to subtract my in from my out to get how many seconds to jog...
but maybe i should look into that because the jog is very time consuming,
how could i do that?

You can change what time/measure increment you are jogging with to save a little time shuffling back and forth. Use your left/right arrows to select either minutes/seconds/frames, then use the jog wheel to move forward or back in a tune. Likewise, if you are in the beat/measures mode, you can go left/right to select which variable to jog up and down on.
