Directx Plugins and NT4.0

I've been wondering since NT4.0 only has "official" support for Directx 3.0 how do the directx plugins for SoundForge,CakeWalk, etc... work? Don't they require a higher version of directx? Just a question.
 
Don't confuse regular DX used by games and the DX media runtimes required by recording applications.

Download the DX media runtimes v5.2a or better from microsoft.com and you can use DX effects in NT4.
