cpu performance related to latency performace?

hello i frequently have very large projects with lots of vsts and the cpu load meter hits the red often, especially when selecting a low latency setting in my scope soundcard. Will changing to say an RME card(which is known for best latency performance) allow me to load more vsts before it maxing out? or is it just cpu thats the bottleneck?
 
AFAIK no other forum has such an in depth level of information regarding latency than Sound on Sound.

Over the years I have deduced that although CPU grunt is important* the overriding deciders for low latency are the AI and especially its drivers. How the DAW handles things can have a bearing but those first two are the prime movers.

*But! If the CPU is slammed, it's slammed! SOMETHING is breaking?
