I don't think CAL is the best option to do that. Instead, try using some envelopes available in Sonar. If I'm not wrong, there's a MIDI envelope for tremolo.
Also, you can record the MIDI to audio, and then apply tremolo and other effects with DX plug-ins.

Anyway, BloodShark was right. You better select closest sound for particular purpose. CAL won't help you that much If you meant to vibrating sound, then usualy mod wheel (or channel aftertouch) can be used to control the "vibrating" MIDI sound...
