Im pondering bypassing my interface preamps by buying a mixer and then line out by xlr to my interface. Would that give me a cleaner signal? Im really just trying to get the cleanest least noisy signal i can

Depends on the quality of the pres in the mixer and interface. A cheap mixer might have worse pres than your interface.

You may just want to get a separate preamp, especially if you want a particularly clean, powerful, or specifically colored sound, and don't need the mixing/routing capability. In fact, even with a mixer, a dedicated preamp is usually part of the signal chain.

I have a tascam us 200. I am looking for transparent recordings

More than likely that no matter what mixer or preamp you use, will be adding more noise by adding it. I believe there are no true line inputs on the Tascam. Both inputs run through the built in preamps if they are like my inst/line in's on the US 1641. Give it a try though, just run the Tascam preamp gain at lowest setting.
