16 mic inputs with preamps USB audio interface doesn't exist?

I have searched everywhere for a USB Audio Interface that seems not to exist. This is what I want:

16 inputs consisting of 16 mic preamps. The inputs would have 16 XLR combo input jacks so I could use them as a mic input or a line level input. I want to use 16 microphones simultaneously. I mean, like a drum mic setup can use 8 mics or more. So if I want to record a large rock band I can do it without needing to use over dubbing. I want this to work with the FL Studio Producer DAW.

I didn't mention the outputs. I need at least 8 balanced line level outputs. A couple headphone outputs would be nice too.

Does anyone have any suggestions? Manufacturer and model numbers?

The, general, wisdom in USB has been 8, and add another 8. For me, that would be another rack preamp with digital converters.

Maybe, there is some design twilight zone where it's not really worth the effort to go beyond 12- channels on one set of converters
 
im curious. what would one do with 8 outputs?
you must be wanting to moniter in a few different rooms?
