Are you using edit view or multitrack view?
You can do this in many different ways - raise the level of a block or a track (right click on the block for options), use the amplitude > amplify effect in edit view, normalise in edit view and then use volume envelopes in multitrack view, hard limit even, amplitude > envelope effect...

if you just want them to be the same volume and you don't mind if it sounds like dogshit, go to EFFECTS>>AMPLITUDE>>DYNAMICS PROCESSING and select one of the handy dandy "vocal" presets to run each track through. They'll be the same volume.
The best way to do it is to bring the 2 tracks into the multitrack session...if one track is about 5db louder than the other one, then turn the quieter one up 5db or turn the louder one down...then just mix them down. Pretty basic stuff.
