what's an eight track cartridge? never heard of that format. unless you mean "stereo 8" from the 1970s... but yeah, sounds like wow and flutter. What RRuskin said, or get a better deck.

There is a fairly well known issue with crappy relays on alot Otari decks. The problem is that they weren't sealed. I think Deoxit might be a temporary solution, but long term, its probably best to just replace the component.
