Sure.
Edit View>Effects>Filters>Scientific Filters
Choose Butterworth probably (best compromise between accuracy and sound).
Select 'highpass'.
In the 'Cutoff' window, enter the frequency you want the filter to start attenuating - 82 Hz for guitar, for example. You then have to click on something else before the value you've selected registers on the graph.
In the 'Order' window, my default's 10. I'd use that or something lower. Lower means less accuracy but you avoid phase issues. Higher means more accuracy, but you have to listen for possible phase.
The rest is details, and can be ignored for the time being.
