If you download the free demo version of Ozone from www.izotope.com you get a directx plugin with a bunch of meters. You also can hear their sound, but they mute it every few seconds until you pay for it.
Upsides:
1) Good solid meters (spectrum analyzer, phase, bit meter, etc.)
2) DirectX plugin - no wrapper needed
Downsides:
1) CPU hog (but you can turn off all the processing and keep the meters running for much less CPU -- I haven't tried it much in that mode)
2) You may end up liking the sound of Ozone so much you buy the plugin.
