i'm new to recording and i'm having a hard time recording my bass. i'm running a direct out from my amp to the interface and also micing the amp. the problem i'm having is that i'm getting a whole lot of "pop". should i turn the eq off on my amp? use more compression? i'm at a loss

What kind of 'pop' ? Like wind, ie your bass cab pushing air into your mic? String noise? Do you hear this popping on the mic track, the DI track, or both? What kinda mic / bass cab are you using?

its almost like the amps cutting out, like a loud dead twang. its on both tracks. i'm using an SM58 and a hartke 3500 rig. it has a 9 band eq if that helps

Yeah, idk, sounds like your amp is having problems, not much you can do to fix it from a recording perspective. If it sounds poppy, you're gonna record poppy sounds. The bass you're playing sounds fine on other amps? I'd take the amp to a shop, see if it can be fixed or replaced, esp. if there's still warranty's left on it.
