hi am new here and i really need help
i have some questions
first i have super lux d103 mic is it good for hip hop vocals ?
does sound cards effect the quality of the recording ?
if yes which sound cards are good and affordable ?
do i need preamp ?
which software i should use ? (i have windows xp)

It's as good as any. If you have it, use it.

Yes

Do a search for USB interfaces. There are plenty of two-channel interfaces that are reasonably priced.

do i need preamp ?

No. Most USB interfaces have mike preamps. While not spectacular in quality, they are fine for most purposes.

which software i should use ? (i have windows xp)

Sometimes audio software will come bundled with the interface. You might also consider Reaper.

First off, immediately get a good beginner recording book (spend $20 before spending hundred$/thousand$) that shows you what you need to get started and how to hook everything up in your studio:

Barnes&Noble or Borders are great places to start --- they have recording books and you can go get a snack or coffee and read them for FREE! Don't pass by a good recording book --- this is a VERY technical hobby and you REALLY want to start a reference library!!!

Still using a built-in soundcard?? Unfortunately, those are made with less than $1 worth of chips for beeps, boops and light gaming (not to mention cheapness for the manufacturer) and NOT quality music production.
#1 Rule of Recording: You MUST replace the built-in soundcard.
