So, i have the equipment i need to record vocals over, pre recorded tracks, like audio interface, microphone etc, but i wanna record live vocals and video at the same time..

Youtube Singers Like, Jason Chen, Austin Mahone did?

Did they pre record the song? then film themselves miming it or what? cant find any help anywhere and i have searched for ages and ages!

When my son needed to do a video audition I ran the guitar sound thru a mixer, video from a camcorder and recorded the result, all in realtime, on a Freeview DVD recorder. We then sent the DVD to the agent (no, he didn't get the job!) . You could do the same but I guess you want to post on Youtube? In that case you will need a video editor/converter to make the video suitable for upload and these are not cheap! However you can dld the demo of Sony Vegas, (both pro and "lesser" both will work) and use those for 30days. Then move on to Camtasia for another month! (any others chaps?). It has to be said tho' that video work is pretty technically intense (this, for instance is about the limit of MY knowledge!) lot of "formats and codecs" to trip you up.

The easiest way is probably to use a laptop like my HP 1170g6 with built in camera and mics but the sound quality especially is not going to be great.

A few may record live but the vast majority have recorded then mixed a track (with EQ, processing, effects, etc.) then mimed to the final result.

Without a fair bit of expensive gear, getting near pro quality straight into a consumer camera is nearly impossible--it depends how good you want it to be.
 
Agreed Bob, expensive old game.
You can see this from the often less than stellar quality of demos from guitar amp and FX companies who you would think could do better?
Very often the voiceover is dire and virtually unintelligable.

I have done what I think you are asking about without buying any expensive software. I filmed my daughter playing piano and singing. I filmed her and recorded her at the same time on my multi-tracker, I also had the sound recorded on the camera. I took the wave off the tracker converted it to mp3, imported the video and camera audio into windows movie maker which come free with windows. Movie maker has a spare audio track for putting additional sound like music and so on. The camera audio shows like audio does in a sound editor as does the mp3, so just a case of aligning the two audio tracks and playing a preview to check the are married up correctly. One then mutes the original camera audio with a right click command and hey presto, video and high quality stereo audio come together. All that's left is to select create movie and the movie maker creates a WMV file, which can easily be converted into flash or mp4 as required by using something like free video converter, or other freebie download which does that task.

Since I wasn't familiar with them, I had a look at videos by Jason Chen and Austin Malone. Both were very heavily produced, both in terms of the music recording and mixing but also the shooting and editing of the video. There were many days of work there...and none of the sound was recorded live in real time.
 
Phrasemaker has it above - you record the video and audio at the same time on different devices. Then add the audio to your video track, muting the camera's audio. Any half-ass video editor will let you do this, the trick is to get it synched up just right.
