i removed some that were about that bad before. i first used wet 2000 grit sandpaper, then i went over the surface with an orbital polisher and some fine polishing compound, then i went over with some swirl mark remover, and finally went over it with some wax,, . i've been doing stuff like that to cars since i was 17 years old and if someone will trust that to a ferrari i dont see why it wouldnt be safe for a guitars finish, it certainly worked on mine,. you just have to make sure you have a thick enough surface of paint or clearcoat before you start, because this process will remove a fine layer of the top coat,(which is the damaged layer) and it basically just smooths it out and exposes a fresh layer of paint, if you practice the technique a bit you'll be able to make paint as smooth as glass, ..
