you can do a lot with a behringer (even though i don't like them).

my buddy steve beckett uses one at his house. he's lucky he knows me for the mixing part. here's a song where he used a little behringer mixer to track the vocals and the bass...

the audio buddy at $69 from www.j&r.com has adequate phantom power. it functions solidly as a mic preamp and even better as a DI.

the used m-audio dmp2 or dmp3 is a great suggestion.

how much would all the wiires and shit cost......if i get hella good wire (dunno wich brands are good).........from the mic to the preamp and the preamp to the comp??

Wait!!

Now before you go and do anything rash, you really should check out the PreSonus Blue Tube. It's a pretty astoundingly good 2 ch. tube preamp for the price, which is easily within your budget (no more than about 150-170). It warms up digital tracks nicely and supplies 48v of phantom.
