The 'Adopt a highway' text that follows the cursor around is annoying... I would also try and use a bit more color and/or imagery. The site is easy to navigate but it isn't much for looks. The text on the bio page would be better if it were separated in paragraphs.

I think that question is best answered with a question. What do you want the album cover to convey? Its design shouldn't solely be based on what will attract the most attention, but what will attract the right kind of attention. There's no formula, but I think all the elements you mentioned...
