Building Home Studio

I am moving into a new house and I am going to build a home studio in the basement, nothing real fancy. Considering I am not going to spend large $ on this, would it be safe to say that I should try to make the room fairly dead? Is this the safe route for a budget home studio? Also, I was considering using some tongue/groove wood paneling for part or all of the walls, would cedar or pine be preferable for acoustic qualities? I will have carpet on all the floors and some sort of acoustic tile for the ceilings. All walls and ceilings will be insulated. Thanks.
