Unless I missed a memo .... There isn't any change in bpm when you up-sample. if you're talking about changing the sample rate of a file from 44.1khz to 48khz, it's a useless venture since you won't gain any more actual quality from the file.

There would be no real point. It's like changing the speed on a record player. The file will remain at 44.1kbps but you'll be sucking it off your system at 48kbps speeding it up a bit.

Up sampleing is done in A/D converters like in your cd player.
