question for experienced MP3 creators

I'm wondering if anyone knows of an MP3 encoding software that will allow you to encode MP3s in mono and/or at lower sampling rates than 44.1 khz? I have "Siren" from Soundforge, but it automatically assumes you're file is stereo/44k. Basically, I'd like to take advantage of the smaller file sizes afforded by mono/22k (1/4 the size), but "Siren" treats my mono/22k .wav files as if they were stereo/44k. Any suggestions?
 
I checked the encoders that I have and none allow you to change the sampling rate; however, SCMPX allows you to adjust the conversion bitrate to as low as 32kbps, which should accomplish the same thing.

As a sideline to anyone out there using Winamp, get the new Wowthing plug-in. It really makes most Mp3 playbacks sound better. At least use it for my mixes!
