can you read from as well as write to a cd - r drive ? and if CD- Rs do read as well as write... can you have one as your only cd - rom drive ?

Certainly. All you'll lose is the faster read speed of cheap new read-only drives and the ability to copy disc to disc which is faster and more convenient than a CD to HD to CD copy.
A 40x CDROM is only about $40. They are so inexpensive nowadays. Worth the $ so you can make CD to CD copies. (and also quickly read the video files on some of the new video games)
