Tascam 388 play/record issues

Hey guys, just bought a 388 and fired it up last night. All the functions work great except the the machine locks up when I try to play or record the machine. The fast forward and Rewind work perfectly though. I feel its probably blown fuses, but it might also be the captain belt. Has anyone else had a similar issue?

Usually that's the belt. Fuses second.

If you lift up on the right tension arm, the capstan should spin CCW. With tape loaded the capstan should spin at all times.
