looking for an score editor and MIDI file builder all-in-one

I usually make mixings out of a MIDI file
I use Sibelius 7, load the midi, transform to a score, modifiy the score (dynamics, parts, arrangements,...), then export to midi, load the midi file to REAPER and assign instruments (either Kontakt, Additctive Drums or some sfz using sforzando)....

Whilst Sibelius is a good socre editor, the MIDI functionality is not as good

I would like to get advice of a software that allows a powerful production of MIDI files, but having decent capabilities of musical notation (the classic way, staves, bars, key signatures,...)

Basically, there is nothing that does what you describe. The other major notation program is Finale. it's MIDI capabilities are comparable to Sibelius.
 
What exactly are you missing in 'midi functionality'??

All the score editors work the same way.
They are, by definition, for writing in music notation and outputting to print or midi files.
You're not going to get to assign stuff until you get into a daw.

btw: I use Musescore->Reaper and it does the same.... and Musescore is free.
 
You could try Overture or Score Writer from Sonic Scores.
Google "Sonic Scores" for their website.
Excellent score production, good MIDI import and track by track MIDI editing view.
