Tuning Up The Guitar

Hi there,
I wanna ask you how can I tune my guitar like citar ? I mean, everybody know this standart Italian tune : 1st string --- E;
2nd string --- B; etc. but I've heared about some Russian tune and yesterday I saw some guy to play on his guitar and it soundet just like the traditional indian instrument.
Then I took mine and I don't reached this effect. Does anybody know something about tuning the guitar in different ways ?
 
Are you familiar with the scale you're trying to use with this tuning? That would be a big help in determining how you'd want to tune it.
